Key highway sub-project on Ring Road No. 4 kicks off
The Ring Road No. 4 expressway project, launched in Hanoi, is expected to ease inter-provincial traffic congestion, especially on the already overloaded Ring Road No. 3.
THE HANOI TIMES — The Hanoi People’s Committee on September 6 broke ground on a 113-kilometer highway section of the Ring Road No. 4 project in the capital region.
The highway will have four lanes and a roadbed width of 17 meters, requiring an investment of more than VND56 trillion (US$2.1 billion).

Designed to strengthen regional connectivity, the highway runs through Hanoi and the neighboring provinces of Hung Yen and Bac Ninh. It links the Hanoi - Lao Cai Expressway with the Noi Bai - Ha Long Expressway.
Of its length, over 80 kilometers, or 71%, will be elevated, while the remaining 32 kilometers will run at ground level.
The project is implemented under the public-private partnership (PPP) model, with 47% of funding coming from the State budget and 53% from private investors.
The consortium of investors includes CityLand Group, Saigon Sunflower, the Vietnam Expressway Corporation (VEC), and Horizon Investment JSC.
The project is expected to be complete in 36 months.
Tran Sy Thanh, Chairman of the Hanoi People’s Committee, stressed the urgency of the project and noted that Ring Road No. 4 will improve intra- and inter-provincial connectivity.
This mega project will ease congestion on the Ring Road No. 3, and expand Hanoi’s development space.

Once completed, the ring road network will form a comprehensive regional transport system, reduce traffic bottlenecks, cut logistics costs and enhance Hanoi’s attractiveness for investment and urban expansion.
National Assembly Vice Chairman Vu Hong Thanh said that it is the first PPP project implemented under a new mechanism that separates public investment subprojects.
He called for close coordination, timely land clearance, and the mobilization of modern resources to ensure quality, safety and progress.
