Hanoi ratifies zoning plan for Soc Son residential area

The Soc Son Urban Area (Zone 1) plan serves as a legal foundation for managing land use.

Vice Chairman of the Hanoi People's Committee Duong Duc Tuan has signed Decision No.2012/QD-UBND, approving the 1:2000 scale land use plan for the Soc Son Urban Area (Zone 1), covering the administrative areas of Tien Duoc, Mai Dinh, Phu Linh, and Soc Son Town (Soc Son District).

The planning study area spans approximately 629.34 hectares and is expected to have a population of nearly 49,600 by 2030. As the district's center, the planned area includes functions such as urban administration, a central square, urban parks, commercial and financial service centers, museums, theaters, and cinemas.

The approved plan combines the renovation of existing urban areas with new urban developments, integrating urban infrastructure with the region's natural landscapes. The plan is a concrete implementation of the master plan for Hanoi's construction, the Soc Son District's construction, and the Soc Son satellite city master plans. It also complies with urban planning legislation.

Additionally, the plan aligns with the adjustments to the Capital's master plan up to 2045 and its outlook to 2065, as approved by the Prime Minister under Decision No.700/QD-TTg on June 16, 2023.

The plan analyzes and evaluates the natural conditions, current status, and regulations in the Soc Son satellite city master plan. It identifies the specific scope, boundaries, land area, population, and planning indices for urban land use, social infrastructure, and technical urban infrastructure.

In addition, the plan also sets out requirements for the protection of security and defense areas, cultural heritage preservation areas, unique natural landscapes (such as protective forests and large water bodies), and guidelines for redevelopment, renovation, and new construction consistent with the satellite city master plan and related industry-specific plans. Compliance with national technical construction standards and design standards is ensured.

The Soc Son Urban Area (Zone 1) plan serves as a legal foundation for managing land use according to the plan, determining investment projects, preparing detailed plans, proposing strategic investment programs and projects, controlling urban development, and enhancing urban management.

Soc Son is one of Hanoi's five suburban districts, covering an area of 314 square kilometers, making up one-third of the city's area, while its population accounts for about one-tenth of the city's total. 

With improved infrastructure and the emergence of industrial centers (such as the Noi Bai Industrial Center), industrial clusters, and well-supported craft villages, Soc Son has transitioned from a primarily agricultural district to a more diversified economy. Today, the district's economic structure consists of 41.4% industry, 33.5% services, and 24.1% agriculture, marking a shift towards a more progressive and balanced economic development.
