Hanoi smartens drugs prevention and control in the new context

According to Official Letter 5074/UBND-VHKG dated October 16, the Hanoi People’s Committee requests city’s departments and agencies to implement plan of Drugs Prevention and Control Program to 2020.

Under the Official Letter, the Hanoi Police Department shall sum up the implementation of Directive 21-CT/TW dated March 26, 2008 of the Politburo on increasing leadership and instruction for drugs prevention and control in the new context; guide member units of the municipal Steering Committee to carry out the task of Drugs Prevention and Control Program to 2020 in association with Directive 21-CT/TW dated March 26, 2008; review, make statistics and classify drug users and addicts into groups according to instruction of the Ministry of Public Security.



 
The Department of Labor, Invalids and Social Affairs shall continue support for investment, partially or fully upgrade or transfer drug rehabilitation centers, so that they are easily accessed, friendly and safe. It shall also act as advisor to the Hanoi People’s Committee, and suggest policy on organizing vocational training and creating jobs for the former drug addicts after rehabilitation, as well as policy to call for investment of the private sector in addiction prevention, detoxification and support after drug detoxification.

The Department of Health shall guide health establishments through treatment process for psychosis due to the use of synthetic drugs, and support treatment for drug addicts in drug rehabilitation centers.

The Department of Finance in cooperation with Hanoi Department of Customs implement project entitled “Support, improve capacity to prevent, control and fight drugs of specialized forces under Ministry of Public Security, Ministry of National Defense and Ministry of Finance, and improve capacity to handle drug cases of the People's Procuracy and People's Courts at all levels" which is part of the Target program according to instruction of the Ministry of Finance. Furthermore, the Department shall coordinate with relevant units to act as advisor to the Municipal People’s Committee in proposing incentive and additional costs for the Drugs Prevention and Control Program to 2020 to the Municipal People’s Council.

The Vietnam Fatherland Front Committee of Hanoi shall carry out project entitled “Encouraging the people to join hands for preventing, detecting and denouncing crimes, and rehabilitating criminals in families and residential groups to 2020” according to instruction of the Vietnam Central Fatherland Front Committee.
