Hanoi targets double-digit export growth with focus on high-value goods
As global trade conditions grow more complex, Hanoi is recalibrating its export strategy to move up the value chain, broaden market access and strengthen long-term economic resilience.
THE HANOI TIMES — Hanoi aims to achieve export growth of at least 12% in 2026, with a strong focus on high value-added products, according to a plan issued this week by the Hanoi People’s Committee to boost exports citywide.

Under the plan, the city will raise the share of high value-added exports, including processed and manufactured goods, high-tech products, processed agricultural and food items and green products.
Hanoi will expand and diversify export markets, gradually reducing dependence on a narrow group of traditional destinations.
The city seeks to strengthen competitiveness, labor productivity and export efficiency, supporting its GRDP growth target of more than 11% in 2026.
Depending on specific markets and product groups, export growth is expected to range from 7% to 15%.
Hanoi will maintain a strong presence in key traditional markets such as the United States, the EU, Japan, South Korea, China and ASEAN, while stepping up trade promotion programs, business matching activities, product showcases, order-seeking missions and distribution network expansion.
The city has directed departments, agencies and local authorities to accelerate the development of key export enterprises and industries, closely linked with science and technology application, innovation, digital transformation, e-commerce and modern logistics.
Hanoi will continue restructuring its export portfolio toward sustainability, expanding overseas markets and making more effective use of new-generation free trade agreements.
At the same time, the city will improve the investment and business environment and provide stronger support for enterprises in trade promotion, market information, branding, quality standards, traceability and efforts to reduce costs and shorten transaction times.
Hanoi also encourages cooperation and production-consumption linkages among exporters, supporting industries and local manufacturers to build export supply chains that prioritize cost efficiency and higher value creation.
The city will develop and promote export product brands, strengthen trademark registration, intellectual property protection and geographical indications at home and abroad and leverage digital communications to enhance the global visibility of the Hanoi brand.
