Hanoi to complete 4,700 affordable homes in 2025

Hanoi is urged to build annual plan to ensure the fulfilment of the 2030 target of developing 100,000 low-cost housing units. 

THE HANOI TIMES Some 4,730 affordable houses will be put on the market in Hanoi this year, according to Ha Quang Hung, Deputy Director of the Housing and Property Market Management Agency.

The figure slightly exceeds the set target, said the deputy director of the agency under the Ministry of Construction.

Among them are 600 affordable housing units in Thuong Thanh Ward in Long Bien District, about 1,700 units in Uy No Commune in Dong Anh District, and the new neighbourhoods of Kim Hoa and Thanh Lam in Me Linh district.

The Kim Chung New Urban Area project in Dong Anh District is committed to completing 1,100 units. However, the project on land parcel NO1 in Ha Dinh New Urban Area will not be delivered on time.

"The Ministry of Construction will closely monitor these projects and continue to push for progress," Hung said at a meeting on the progress of social housing projects in Hanoi this week.

According to developers and contractors, various difficulties are affecting the progress of these projects.

The NO1 social housing project in Ha Dinh New Urban Area, Thanh Xuan District, started construction in December 2024 and is expected to be ready for sale by July 2025. Located in a densely populated area, the project faces challenges in transporting construction materials during the day.

The Kim Hoa Urban Area project in Me Linh District's Kim Hoa Commune began in 2023. The developer has completed the construction of the basic units, but the project could not be listed because the percentage of commercial housing has not been determined, nor has the price.

Than Ha Trading and Construction Company, the project's investor, has expressed its desire to have the legal ratio of commercial to social housing determined soon and the sales price set at around VND19 million - VND19.5 million (US$731.4-750.6) per square meter.

If the price is approved, the company will immediately start installing interior fixtures, electrical and plumbing systems, and fire protection, with the goal of handing over the homes to residents soon.

At the meeting, Deputy Minister of Construction Nguyen Van Sinh said that the development of social housing is an important policy of the Party and State, with the key goal of completing over 100,000 social housing units nationwide by 2025.

He urged relevant agencies and developers to make greater efforts to achieve the target, review current plans, and propose appropriate construction solutions.

He also asked the investors to report difficulties to the Hanoi Department of Construction so that both sides can find appropriate solutions, especially allowing daytime transportation of materials to ensure the project's deadlines.

Regarding Hanoi's goal to complete 100,000 social housing units by 2030, Deputy Minister Sinh urged the city to develop an annual plan, allocate land accordingly, and select investors to start construction as soon as possible.
