Hanoi to promote mechanization to improve service quality

In recent years, Hanoi has made remarkable changes in supplying public services, contributing to improving the quality of services, reducing the cost of products and the fund for maintenance and saving the state budget.

Thanks to renovating methods of implementation, focusing on reviewing, rebuilding processes, technical economic norms, price units toward a more simple, easy management and machanization, over the past years, Hanoi People’s Committee have paid attention to maintaining parks, trees, environmental sanitation, clean water supply to ensure urban landscape as well as gradually embellishing the bright - green – clean – beautiful city, contributing to improving people’s living standards.

Especially, implementing the direction of Hanoi People’s Committee on reviewing, rebuilding processes, technical economic norms, price units of public services toward simple and easy management, promotion of mechanization, the Capital city has gained positive achievements. 

According to a new survey by the Urban Board of Hanoi People’s Council on results of implementing regulations on supplying public services, a series of processes, technical economic norms, price units which have been issued since 2017 removed many unnecessary tasks, collapsed some processes and norm codes, contributing to not only reducing the maintenance expense but also basically ensuring the quality of services and encouraging units to raise the proportion of mechanization and ability, skill of laborers.

Through review and adjustment, the large volume of public services tendered or ordered in 2016 was reduced from 10-25% of the implementation cost against 2015, event 35% in some districts, such as Cau Giay. In addition, the volume of public service implemented by the Department of Construction saved VND 29,687 billion for the city’ budget (reducing VND123.587 in environmental sanitation maintenance, equal 29.21%; VND 174.109 billion in maintaining parks, trees, equal 40.14%).

Strengthening the mechanization has met the quality of products in accordance new standards of the capital city. In particular, the Hanoi Green Tree Park Company, a leading unit of applying the mechanization in carrying out the city’s public services, has been equipped with 12 forklifts, 2 cranes, 4 tree crushers, walkie talkies, reflective clothes, etc. Therefore, the tree trimming task has been implemented more scientifically. In 2016, the Company cut, trimmed nearly 50,000 trees.

Similarly, the Hanoi Urban Environment Company has promoted the mechanization in waste collection, treatment. The company replaced waste collection machines, equipped more tens of road sweepers, contributing to saving labor and production cost, overcoming environmental pollution.

To improve the quality of public service supply, Hanoi has widely implemented bidding form instead of ordering mechanism with state enterprises. In spite of being operated since October 1, 2016, from the beginning of 2017 until now, the Center for Public Asset Procurement and Financial Consultancy Services under the Department of Finance has organized the biddings for 25 out of 30 tender packages on environmental sanitation maintenance. 

The centralized bidding throughout the Capital city has contributed to improving transparency, publicity in selecting contractors who will supply public services and ensure healthy competition, equality among economic sectors. Hanoi People’s Committee has directed and implemented some appropriate solutions to improve efficiency in using funds for maintenance of parks, trees and environmental sanitation.
