Hanoi welcomes CRCC Dalian to join high-quality rail projects
There has been a growing interest among major Chinese corporations in investing in Vietnam in general and in Hanoi in particular.
THE HANOI TIMES — Hanoi has welcomed CRRC Dalian Locomotive and Rolling Stock (CRRC Dalian) to explore local railway projects, seeking the company’s expertise in technology transfer, factory construction and rail component production.

Vice Chairman of the Hanoi People’s Committee Duong Duc Tuan shared this view during a meeting with Song Xie Bang, CRCC Dalian Vice Chairman of the Board today [November 21].
At the meeting, Tuan welcomed the growing interest of major Chinese corporations in investing in Vietnam in general and in Hanoi in particular. He said the visit by CRRC Dalian reflects goodwill and a strong commitment to cooperation, especially in urban railway development.
Reviewing important milestones in Vietnam–China relations, both sides affirmed that the two countries have entered a new phase with many opportunities for deeper and more stable cooperation.
Tuan said Hanoi expects major partners, including those from China, to take part in and support the city’s development efforts.
He noted that Hanoi is pushing strong economic and social development. The city’s total budget revenue for 2025 is expected to reach nearly VND600 trillion (US$24 billion), a sharp increase from last year, while key economic and social indicators, especially foreign investment, continue to grow.
“Hanoi is prioritizing several strategic breakthroughs, including transport infrastructure, with plans to build new bridges and roads and complete regional and interregional ring roads,” Tuan said.
According to Tuan, the city is also developing major railway plans with a long-term vision to 2030–2035 and beyond, while improving institutional frameworks and streamlining its governance system to meet new development needs.
From 2026 onward, Hanoi aims for a significantly higher level of growth, he continued.
Tuan praised CRRC Dalian’s experience in railway standards and construction, particularly its capability to build to high technical specifications.
He welcomed the company’s interest in exploring potential projects in Hanoi and asked CRRC Dalian to share technology and provide expertise in railway localization, especially in building factories and producing rail components.
Vice Chairman of the Board of CRRC Dalian Song Xie Bang thanked Tuan for his remarks and said the company, with more than 100 years of history, is China’s most comprehensive railway manufacturer and a key supplier of domestic railway equipment, holding about 60% of the market.
Song noted that CRRC Dalian has supplied nearly 7,000 urban rail cars for projects in China and abroad. It is also a leading provider of advanced driverless train technologies, with most large-scale Chinese projects using this technology supplied by the company.
Regarding recent cooperation with Vietnamese partners, Song highlighted the potential of the proposed railway industrial complex in Phu Xuyen. He said CRRC Dalian is eager to work with Hanoi, especially on Metro Line 5, which shares many similarities with projects the company has previously delivered.
