On June 14 morning, the first session of Hanoi People`s Council XV has been officially opened. At this session, the City Council voted key leadership positions of Hanoi People`s Council and Hanoi People`s Court Jurors in the term of 2016 - 2021.

Comrades Politburo member, Party Secretary Hoang Trung Hai; Member of the Party Central Committee, Deputy Secretary of Party Committee Ngo Thi Thanh Hang; Member of the Party Central Committee, Deputy Secretary of the Party Committee, Chairman of People's Committee Nguyen Duc Chung; Deputy Party Secretary, Chairman of People's Council XIV Nguyen Thi Bich Ngoc; Deputy Party Secretary Dao Duc Toan; Chairman of the Hanoi Fatherland Front Committee Vu Hong Khanh; 105 delegates of City Council XV; leaders of departments of the city attended the session.

Making the opening speech, Chairman of City People's Council XIV Nguyen Thi Bich Ngoc congratulated 105 voters who recently elected to City Council XV, in the term of 2016 - 2021. She stressed that local voters have win, followed the victory of the Congress Party at all levels, in the last 6 months, the People's Party and the Capital has successfully held elections of deputies of the National Assembly and People's Council delegates XIV in the tenure from 2016 to 2021 to ensure democracy, lawfulness and safety for the people of the Capital.

With careful preparation, voter turnout reached 98.98% of the city, the whole city voters were wise enough to choose deputies and People's Council at all levels. This result represents the consensus, solidarity, democracy, high sense of responsibility of the people in the Capital to participate in building the machinery of government at all levels of the city, also expressed confidence deep, sending the trust of the people's Council deputies who represent the will and aspirations, the mastery of the voters and the people.

At the session, Deputy Chairman City Council Standing Committee Nguyen Ngoc Tuan reported election results and the results confirm the People's Council of Deputies in the term of 2016-2021. Accordingly, under the provisions of the Law on Organization of the local government, the People's Council of Hanoi elected 105 delegates. On election day, the whole city has 5,163,986 voters going to vote, rate of 98.98%. There are 2149 polling stations out of a total of 4876 polling stations reaching the turnout rate of 100%. The polling stations ended the vote in accordance with regulations.

Election results: The city has 105 deputies elected to City People's Council, in which: Women delegates: 25 delegates (23.81%); is a non-party delegates: 12 delegates (11.43%); Delegates re-election: 30 participants (28.57%); Delegates are religious leaders: 02 participants (1.9%); Young delegates, under 35 years old: 03 participants (2.86%); Delegates with university degrees: 25 participants (23.81%); deputies with postgraduate qualifications: 79 participants (75.24%).

Speaking at the first session, member of the Politburo, Secretary of Hanoi Party Committee Hoang Trung Hai stressed: Success and lessons of the City Councils for the 2011-2016 term will be very important, the Hanoi People's Council for the term of 2016-2021 continues to innovate and enhance the effectiveness and operational efficiency. With 98.98% of voters participated in the polls, the Capital's voters has shown a high sense of responsibility for the construction of the rule of law and the Socialist government at all levels to build the city. "On behalf of the City, I warmly commend the efforts of all levels and branches and agencies in the political system of the City and the strata has contributed important part to the success of the elections," Party Secretary said.

Then, the elected City Council conducted under the jurisdiction for the titles of the City Council decision in accordance with the Law: the Chairman, the Vice Chairman of City Council XV for tenure 2016-2021; Chairman, Vice Chairman of the Board Council and City Council Office XV for 2016-2021 tenure; Key City Chairman XV for tenure 2016 - 2021; Vice Chairman and Commissioner XV for 2016-2021 term; City People's Court Jurors XV for 2016-2021 term. Ms. Nguyen Thi Bich Ngoc was elected as Chairman of the Hanoi People's Council with 100% of the voting delegates' agreement. According to the voting results announced, Ms. Nguyen Thi Bich Ngoc continues to be elected as Hanoi People's Council Chairwoman XV for 2016-2021 tenure. Shortly after the announcement of the voting result, City People's Council adopted Resolution confirming the election results. The Hanoi Chairman's Council Nguyen Thi Bich Ngoc has made a speech to the City People's Council.

Mr. Nguyen Ngoc Tuan was elected as Vice Chairman of the Hanoi People's Council with 101 present delegates voting agreement (accounting for 96.19% of the total number of deputies of City Council), Mr. Nguyen Ngoc Tuan continues to be elected as Deputy Chairman of the Hanoi People's Council XV for 2016-2021 tenure.

Ms. Phung Thi Hong Ha was elected Vice Chairman of the Hanoi People's Council with 101 present delegates voting agreement (accounting for 96% of the total number of deputies of City Council) for 2016-2021 tenure.

Just then, two key City Council Deputy Chairman Nguyen Ngoc Tuan and Ms. Phung Thi Hong Ha joined the group of executive meeting.

The same day, City Council elected for the titles of Head, Deputy Head of the Council and the Board of Director of the Office for term 2016-2021.

Just then, with 100% of the present delegates' agreement, City Council adopted Resolution election results to confirm the titles of Head, Deputy Head of the Council and the Board of Director of the Office and the City Council decided the number of members of the Board of City Council for term of 2016 - 2021. Accordingly, the number of members for each committee shall not exceed 15 people. Resolution assigned to head the committee members of the decision and report to the Standing Committee of People's Council.
