President Luong Cuong wants thorough preparations for Hanoi Covention signing ceremony
President Luong Cuong inspected the final rehearsal for the UN Convention against Cybercrime signing ceremony in Hanoi, emphasizing careful organization, security and accurate communication to reflect Vietnam’s professionalism and global engagement.
THE HANOI TIMES — President Luong Cuong has instructed relevant agencies and units to carefully review all plans and be well-prepared for the signing ceremony and high-level conference of the United Nations Convention against Cybercrime (the Hanoi Convention), scheduled to take place in Hanoi on October 25–26.
During today’s (October 23) final rehearsal for the event, Cuong urged all agencies to ensure that the opening and signing ceremony is held solemnly and thoughtfully, showcasing Vietnam as a proactive, professional and friendly nation in international integration.

The president also asked relevant parties to promptly address any arising issues within their authority and ensure the pace and quality of preparations.
“Communication about the event must be accurate and comprehensive, conveying the significance and scale of the occasion and helping to enhance Vietnam’s image, role and position on the international stage,” he said.
President Luong Cuong added that reception arrangements for foreign delegations should reflect hospitality and respect.

He also noted that technical, logistics and security units must coordinate closely to avoid any errors and contribute to the overall success of the signing ceremony and related activities.
During the rehearsal, President Luong Cuong reviewed the overall preparations and listened to reports from responsible units about the signing ceremony and the high-level conference of the UN Convention against Cybercrime.
The reports included the plan for the opening session, reception of international delegations, progress of the welcoming art performance program, detailed script for the signing session, bilateral activities and arrangements for domestic and international media coverage and other related operations.

After the inspection and briefings, Cuong said the event carries great importance, with deep political, diplomatic and national significance.
“It marks the first time a global multilateral convention in a highly sensitive and internationally focused field bears the name of Vietnam’s capital, Hanoi,” he said.
The UN General Assembly adopted the Convention against Cybercrime in December 2024 and the decision to hold its signing ceremony in Hanoi reflects the global community’s shared responsibility to safeguard cyberspace as a common asset of humanity.
The event serves as a platform for dialogue, experience sharing and partnership building among governments, international organizations and the private sector, promoting implementation of the UN Convention and advancing global cooperation in combating cybercrime.

The two-day event will feature a plenary session, four high-level discussions, four roundtable dialogues, a gala dinner and a technology exhibition co-organized by the Vietnamese Government and the UN Secretariat.
President Luong Cuong and UN Secretary-General António Guterres are expected to deliver keynote speeches at the opening ceremony.
Vietnam’s selection to host the event shows international recognition of the country’s growing prestige and credibility in the Asia-Pacific region and the world, according to Deputy Minister of Foreign Affairs Dang Hoang Giang.
