President Putin congratulates Vietnam on 14th Party Congress, reaffirms strategic partnership with Hanoi
The phone talks highlighted the close political trust between Vietnam and Russia, with the two leaders reaffirming their commitment to strengthening bilateral cooperation and advancing the comprehensive strategic partnership in the new development period.
THE HANOI TIMES — Russian President Vladimir Putin on January 24 held a phone conversation with General Secretary of the Communist Party of Vietnam To Lam to congratulate Vietnam on the successful conclusion of the 14th National Party Congress.

President Putin warmly congratulated the Communist Party of Vietnam on the success of the 14th Congress and extended his congratulations to the newly-elected Party Central Committee, the Politburo and General Secretary To Lam on being entrusted with key leadership responsibilities for the new term.
He said the Congress is a major political event that set out strategic directions, major goals and important decisions to guide Vietnam’s rapid and sustainable development in a new era, with the vision of becoming a high-income developed country by 2045.
President Putin noted that General Secretary To Lam’s re-election underscored his political prestige and significant contributions to shaping strategic socio-economic development policies, safeguarding national interests and enhancing Vietnam’s position on the international stage.
On behalf of the Communist Party of Vietnam and the Vietnamese people, General Secretary To Lam thanked President Putin for his attention to the Party’s important political event, as well as for his warm and sincere congratulations to the Party, the people of Vietnam and to himself personally.
General Secretary To Lam emphasized that throughout successive Party Congresses, Vietnam has consistently received the support and goodwill of traditional friends, including the former Soviet Union and today’s Russian Federation.
He said the 14th National Party Congress was highly successful, fulfilling its significant historical mission by reviewing the implementation of the 13th Congress Resolution, assessing 40 years of renewal (Doi moi) and evaluating the implementation of the Party Platform and socio-economic development strategies.
“Beyond setting goals and tasks for the next five years, the Congress also made strategic decisions of long-term significance, shaping Vietnam’s future and destiny in a new development era,” said General Secretary To Lam.
The Congress reaffirmed Vietnam’s steadfast commitment to national independence and socialism under the leadership of the Communist Party of Vietnam, while identifying a new growth model based on the knowledge economy, digital economy, green economy and circular economy.
"It also emphasized strengthening Party building and rectification and building a clean, strong and comprehensive political system," he added.
Foreign affairs and international integration, closely linked with national defense and security, were identified as key and regular tasks, in line with Vietnam’s consistent foreign policy of independence, self-reliance, multilateralization, diversification, peace, friendship, cooperation and development.
“Vietnam always regards Russia as a trusted and leading partner in Europe and expressed his wish to further develop the traditional friendship and cooperation between the two countries within the framework of the Vietnam-Russia comprehensive strategic partnership," said General Secretary To Lam.
President Putin stressed that Russia attaches great importance to its comprehensive strategic partnership with Vietnam, built on 75 years of traditional friendship nurtured by leaders and peoples of both countries.
He affirmed that Russia would continue to closely coordinate with Vietnam to strengthen bilateral ties in a comprehensive manner for the benefit of both peoples and for the sake of peace, stability and security in the Asia-Pacific region.
On this occasion, President Putin thanked General Secretary To Lam and the Vietnamese high-level delegation for attending the ceremony marking the 80th anniversary of Victory Day in the Great Patriotic War.
The two leaders agreed to maintain constructive and open exchanges based on mutual understanding, respect and the harmonization of interests, with a view to elevating cooperation in traditional areas and expanding collaboration into new potential fields.
On this occasion, President Putin invited General Secretary To Lam to visit Russia at a mutually convenient time. General Secretary To Lam accepted the invitation and, in turn, invited President Putin to visit Vietnam at an early date.
