Special resolution framework expands authority for the capital: Hanoi’s Mayor

The pilot resolution expands Hanoi’s legal framework, easing restrictions in planning, compensation and land clearance and empowering the city to implement major projects more efficiently.

THE HANOI TIMES — Chairman of the Hanoi People’s Committee Vu Dai Thang believed that special policies and mechanisms for major projects in the city would mark a new phase of development for the capital.

Thang shared the news with The Hanoi Times on December 11, following the National Assembly’s adoption of a resolution piloting several special policies for the city with strong support from participating lawmakers.

He said the resolution provides a broader legal framework that will accelerate strategic projects in the city that play a decisive role in driving future growth.

He described the move as an important milestone for Hanoi, reflecting strong support from the Party, the National Assembly and the Government.

He said the pilot resolution significantly expands institutional and legal conditions for the city’s development. Accordingly, long-standing bottlenecks affecting major projects, including planning, compensation and site clearance and investment decision procedures, will be eased through mechanisms that grant greater authority to Hanoi.

Asked about the immediate application of the new mechanisms when the resolution takes effect on December 12, Thang said the document introduces special and highly expanded provisions compared to the amended Capital Law.

He affirmed that Hanoi will make full use of this opportunity to implement the new rules without delay.

The Hanoi Party Committee has already issued instructions and the municipal authorities have prepared subsequent steps.

Meanwhile, the city will translate the resolution into concrete regulations through decisions of the People’s Council and the People’s Committee for the projects assigned and delegated by the National Assembly.

He expressed confidence that, with the involvement of the entire political system, the resolution will soon produce visible results.

Commenting on the outcome of the 10th session, the final sitting of the 15th National Assembly, Thang said it was the most exceptional session in terms of duration and the number of laws and resolutions approved.

The legal documents adopted carry a strong reform spirit and lay the groundwork for Vietnam to enter a new stage of development.

Among the adopted law, the revised Planning Law and amendments to the Law on Urban and Rural Planning create an important legal foundation for localities, including Hanoi.

Regarding planning orientation, Thang said the newly adopted legal framework offers favorable conditions for Hanoi. The special-resolution framework for the capital strengthens decentralization and expands authority in planning work.

He said Hanoi will now prepare a single master plan instead of two separate plans as before. Under the direction of the Secretary of the Hanoi Party Committee, the city will develop a planning vision for the next 100 years, ensuring that future generations benefit from decisions taken today.

Long-term ideas and major directions for infrastructure, quality of life and livelihoods will be shaped with a focus on fast, strong and sustainable development for the capital in the years ahead, the mayor stressed.
