The Capital to implement legal regulations on collecting, handling waste

The Hanoi People’s Council has recently issued Announcement 27/TB-HDND, stating conclusion of Municipal People’s Council standing members on solid waste collection, treatment and management of lakes in urban area.

Under the Announcement, the People’s Council acknowledges progress of the People’s Committee in leadership, and asks the Committee to perform following tasks:

Further instruct comprehensive implementation of the measures according to Program 06-CTr/TU dated June 29, 2016, Resolution 11/NQ-TU dated May 31, 2017 of the Hanoi Party Committee’s Standing Commission; implement investment projects on solid waste treatment plants at district level and inter-district level, and investment projects on waste treatment at city level under Solid Waste Treatment Planning to 2030, orientation to 2050 approved by the Prime Minister; ease difficulties during the implementation process, and propose specific mechanisms to the Municipal Party Committee and People’s Council in order to carry out the urgent projects on schedule;

 


 
Direct authorities to review and perfect policies, mechanisms and legal documents in accordance with new regulations of the Government, including Decree 38/2015/ND-CP dated April 24, 2015; further review and supplement process, cost norm and unit price for domestic waste collection, transport and treatment, and policy to encourage people to detect violations; review and supplement current coordination regulations, or build new processes on coordination between authorities at grassroots level and city's specialized agencies in supervising, detecting and severely punishing violations in the fields of waste discharge, collection, transport and treatment (including domestic, construction and medical waste);

Review and speed up the progress of investment and construction of solid construction waste dump sites according to planning, increase application of recycle technology; review and assess the outcome of the pilot policy on providing VND 200 million financial support to each dump site in rural areas, and suggest measures to improve it in the future;

Direct city’s authorities, sectors, People’s Committees at all levels to increase inspection and check, and handle violations in the field of environment according to regulations; assess the liability of the leaders of agencies and localities who do not fulfill their tasks of handling infraction and consulting the Municipal People’s Committee timely;


 
Direct agencies, sectors, People’s Committees of districts, suburban districts and towns to prepare a detailed plan and roadmap to tackle shortcomings pointed out by the Municipal People’s Council deputies and Chairman of the Municipal People’s Committee, complete the plan and report to the People’s Council Standing Commission within September;

Direct agencies, sectors, People’s Committees of districts, suburban districts and towns to give written answers, focusing on medical waste collection, treatment, and management of lakes in urban area of Hanoi. The People’s Council requests People’s Committees of districts, suburban districts and towns to take the following actions:

Popularize and strictly implement Resolution of the Municipal People’s Council, Decision 41/2016/QD-UBND on decentralization in management of environmental sanitation, parks, flower gardens, trees and lakes in Hanoi;

Cooperate with city’s agencies and sectors and relevant organizations to comply with city’s policies on arranging and completing waste dump sites; complete planning of waste dump site system at suburban district level, so that each commune, ward or township has at least one or two dump sites; use modern mechanical equipments comprehensively in waste treatment.

Chairpeople of the province-level and commune-level People’s Committees increase inspection, check and rectify state management in environment protection; increase popularization to raise people’s sense of law compliance, prepare plan and measure to handle violations of illegal waste discharge, construction and encroachment upon ponds and lakes in the areas under their management; publicize, and enhance supervision of waste collection and transport activities conducted by enterprises;

Prepare plans, and specify roadmaps to deal with shortcomings according to request of the Municipal People’s Council and People’s Committee within September; problems must be tackled by October 15, and outcomes reported to the People’s Council.

Hanoi People’s Council sections and deputies increase supervision, check implementation of the Municipal People’s Committee, agencies, sectors, People’s Committees of districts and towns, and report to the People’s Council for further inspection.
