The Capital to strictly implement socio-economic development, budget revenue and expenditure in 2017

The Hanoi People’s Committee granted Official Letter No. 4962/UBND-KT, asking for strict measures to implement the socio – economic development, budget revenue and expenditure in 2017.

Under the Official Letter, the Hanoi People’s Committee assigned the Department of Investment and Planning to advise more drastic measures, solutions in order to focus on completing procedures to mobilize the total investment capital to fulfill assigned targets (up between 11-12%).



The Department of Labor, Invalids and Social Affairs is tasked to take prime responsibility and coordinate the Department of Agriculture and Rural Development, relevant departments, sectors, agencies and People’s Committees of districts, suburban districts and towns to effectively carry out the National Target Program on sustainable poverty reduction for the 2016 – 2020 period; complete poverty reduction goals in 2017 and concentrate on reducing the poverty in mountainous ethnic areas.

The Department of Health is responsible for taking prime responsibility and collaborating with the Department of Investment and Planning to review the implementation of national health standards; advise the Municipal People’s Committee to complete the assigned targets.

The Department of Education and Training will review and suggest the Municipal People’s Committee recognize national standard schools.


The Department of Natural Resource and Environment will chair and coordinate with the Department of Construction, relevant departments, sectors, agencies and People’s Committees of districts, towns to urgently advise the Municipal People’s Committee to treat waste water of industrial clusters in accordance with national technique standards so as to ensure environmental standards in industrial clusters.

The Department of Finance is responsible for coordinating with Departments of Customs, Tax to enhance inspection against smuggling, trade frauds, especially buying and selling, using illegal invoices; tighten the control of taxes from export and import activities.

The Department of Investment and Planning will take prime responsibility and coordinate with the Department of Finance and relevant units to review the implementation of BT projects; advise the Municipal People’s Committee to accelerate the implementation, especially focusing on dealing with procedures related to BT projects.

Departments, sectors, People’s Committees of districts, town are tasked to improve the quality of analysis and forecast of the city’s specialized agencies; enhance cooperation with sectors to share database so as to ensure the building and assignment of socio – economic targets and budget estimation to districts, suburban districts and towns.

The Department of Investment and Planning is in charge of accelerating the building, consideration, approval of investment in projects; timely completing investment procedures for projects in public investment plan in 2018.

The Department of Home Affairs will take prime responsibility and cooperate with the Department of Education and Training to review contents related to recruiting and employing education officials and settle the problem as stipulated by regulations.
