Vietnam-China leaders reaffirm strategic ties in post-14th Party Congress call
The phone talks were held against the backdrop of the successful 14th National Congress of the Communist Party of Vietnam, underscoring both sides’ shared resolve to further strengthen political trust and deepen the comprehensive strategic cooperative partnership.
THE HANOI TIMES — Vietnam’s Party General Secretary To Lam and General Secretary and President of China Xi Jinping on January 26 reaffirmed their commitment to deepening the comprehensive strategic cooperative partnership, pledging to elevate political trust and jointly manage differences during a phone call held in Hanoi.

Speaking shortly after the successful conclusion of the 14th National Party Congress of the Communist Party of Vietnam, Lam thanked the Communist Party of China for its early congratulatory message and expressed appreciation to Xi for his letter congratulating him on his re-election as Party chief.
Xi, on behalf of the Party, state and people of China, congratulated the Vietnamese Party Congress and To Lam’s continued leadership, voicing confidence that Vietnam would successfully implement the congress resolution and achieve its long-term development goals.
Vietnamese Party chief Lam highlighted the historic significance of the 14th Party Congress, which reviewed 40 years of Doi moi (Renewal) process and set out strategic directions for Vietnam’s development in a new era.
He underscored Vietnam’s unwavering commitment to national independence and socialism, a people-centered development approach, a new growth model and an independent, self-reliant and multilateral foreign policy.
He reaffirmed Vietnam’s one-China policy, praised China’s role as a responsible major power and expressed support for China’s global initiatives on development, security, civilization and governance.
Emphasizing that relations with China remain Vietnam’s top foreign policy priority, Lam called for raising political trust to guide cooperation across sectors, enhancing high-level exchanges and achieving breakthroughs in practical cooperation.
He proposed expanding China’s imports of Vietnamese goods, particularly agricultural and aquatic products, prioritizing railway cooperation, promoting high-quality investment tied to technology transfer and workforce training and making science and technology a new highlight of bilateral ties.
He also stressed the importance of people-to-people exchanges and tourism cooperation.

The two countries have set out the “six more” orientation, comprising higher political trust; more substantive defense and security cooperation; deeper and more practical cooperation; a stronger social foundation; closer multilateral coordination; and better management and resolution of differences.
Xi said China stands ready to further deepen the comprehensive strategic cooperative partnership and build a China-Vietnam community with a shared future of strategic significance under the “six more” orientation.
He agreed with Lam’s assessments and proposals, pledging stronger high-level exchanges, closer coordination in diplomacy, defense and security, expanded imports of high-quality Vietnamese agricultural products and continued encouragement for Chinese investment in Vietnam.
Xi also expressed readiness to advance railway cooperation, strengthen youth and local exchanges, boost media cooperation and support Vietnam in building a museum dedicated to the Communist Party of Vietnam.
The two leaders agreed to maintain close coordination at multilateral forums and to better manage and control differences. On the occasion of the upcoming Lunar New Year of the Horse 2026, they exchanged New Year greetings, wishing prosperity to both peoples and steady, healthy development of Party-to-Party and state-to-state relations.
