Vietnam to issue level-two IDs for expats in 50 days
The issuance of level-two IDs aim to ease administrative procedures for foreign expats who are residing in Vietnam.
THE HANOI TIMES ─ The Ministry of Public Security on July 1 began issuing level-two IDs for foreign expats residing in Vietnam.
The campaign, running for 50 days until August 19, aims to enable foreigners to gain better access to essential services during their stay.
Eligible individuals include foreign nationals who have been granted residency in Vietnam, either permanent or temporary.
Foreigners with level-two IDs will have access to banking transactions, house rentals, and public administrative services among others, and the secure storage of residence cards and legal documents via the VNeID app.
Issuing level-two IDs for foreign expats will help them save time when processing paperwork, and enhance transparency and legal protection during their stay in Vietnam.

For Vietnamese government agencies, this will assist them in better managing foreign profiles, handle violations, and improve living conditions for foreign expats in Vietnam.
To obtain a level-two ID in Vietnam, a foreign expat has to provide details of his/her own passport, original ID, temporary or permanent residency, a portrait photo, and biometric data.
The registration process includes five steps:
Step 1: Visit the Immigration Department to request a Level 2 e-ID.
Step 2: Present a valid passport or travel document and complete a registration form (form TK01).
Step 3: Officers collect biometric data (facial image and fingerprints) and verify information against the national immigration database.
Step 4: The request is sent to the national e-ID management agency.
Step 5: Applicants receive confirmation through the VNeID app, SMS, or email.
Applications are accepted during official working hours, Monday to Friday, excluding public holidays and Tet (Lunar New Year) in accordance with Vietnamese law.
