US President Donald Trump sent a letter on January 16 inviting General Secretary To Lam and Vietnam to participate in the Gaza Board of Peace as a founding member state.
The invitation calls on Vietnam to work alongside the international community to advance a sustainable peace solution to the Israel-Palestine conflict in the Gaza Strip.
In his reply, General Secretary To Lam reaffirmed Vietnam’s consistent support for resolving conflicts through peaceful means in line with international law and the United Nations Charter and with respect for the fundamental rights of all parties.
Vietnam said the establishment of the Gaza Board of Peace is a necessary step to implement the Gaza Peace Plan endorsed by the UN Security Council under Resolution 2803, adopted on November 17, 2025. The resolution encourages member states to join the Board to help promote peace, facilitate humanitarian relief and support Gaza’s reconstruction.
In that spirit, General Secretary To Lam confirmed Vietnam’s acceptance of the invitation and affirmed the country’s readiness to participate as a founding member state.
Vietnam stands prepared to work with the US and the international community to contribute actively to a long-term and comprehensive solution for the Middle East peace process, including the establishment of a Palestinian state living peacefully alongside the State of Israel.
General Secretary To Lam also proposed that Vietnam and the United States continue to work closely to further develop their Comprehensive Strategic Partnership in a more substantive and effective manner.
He called for stronger cooperation across areas aligned with the needs and priorities of both sides, based on mutual respect and the protection of each country’s legitimate interests, thereby making positive contributions to peace, cooperation and development in the region and globally.
The establishment of the Gaza Board of Peace marks an important part in the US-backed plan's second phase aimed at ending the conflict in the region. On January 15, President Trump praised it as “the greatest and most prestigious board ever assembled at any time, any place.”
Phase one of the Gaza ceasefire agreement began on October 10, 2025. It involved the release of Israeli hostages held by Hamas and allied armed groups in exchange for Palestinian prisoners detained by Israel. Israeli forces later partially withdrew but continued to control much of the Gaza Strip.
Phase two is expected to launch a process of full demilitarization and reconstruction of Gaza, with a focus on dismantling all illegal armed groups.
