A 45-day digital transformation campaign launched in central Hanoi
The Cua Nam Ward campaign aligns with Vietnam’s nationwide digital transformation drive, which is a key pillar of the country’s sustainable and modern development.
THE HANOI TIMES — A 45-day digital transformation campaign kicked off on July 31 in Cua Nam Ward, Hanoi, to accelerate e-governance and improve public service delivery at the grassroots level.
The campaign aims to raise awareness, improve digital skills and engage residents in building a more accessible and effective public service system in accordance with Plan No. 22/KH-UBND issued by the Hanoi People’s Committee on July 24.
Aligning with national strategies on digital innovation and administrative reform, the plan aims to ensure the smooth implementation of the city’s two-tier local government model.
Within the campaign framework, 28 community digital transformation teams and a rapid-response tech support unit will be established.
Operating under the slogan "Knocking on every door, guiding every home," these teams will help residents use digital platforms essential to e-government, including VNeID, iHanoi, the National Public Service Portal, and the Ministry of Public Security's online services.
"Implementing the two-tier local government model and advancing comprehensive digital transformation is an essential requirement for development. It is both an opportunity and a challenge for us to innovate, improve operational efficiency, and better serve the people," Pham Tuan Long, Secretary of the Ward Party Committee, said at the launch event.
He said deploying AI-powered robots to support residents and businesses in handling administrative procedures is one of the ward’s breakthrough initiatives. "It is a key part of our strategy to make Cua Nam the city’s leading tech ward," he said.

To reach this goal, the ward has implemented five key measures, including appointing dedicated IT staff and forming core digital teams, mobilizing youth volunteers and university students to support residents with digital procedures, providing digital skills training for civil servants and team members, upgrading technical infrastructure by collaborating with telecom providers, and assigning clear tasks to each department to ensure seamless coordination throughout the campaign.
On the first day of the campaign, some 20 households got instructions on using e-government platforms.
Meanwhile, digital teams distributed flyers detailing the locations of public service centers, a list of available online procedures, and practical instructions for using digital public services. They also provided real-time support to residents, helping them install and navigate digital platforms on the spot.
