State grants cash gifts to social protection groups ahead of major occasions

Local authorities attempt to complete the disbursement of the cash gifts by December 31, 2025.

THE HANOI TIMES — The Party and the State have decided to grant cash gifts of VND400,000 (US$16) each to people with meritorious service to the revolution, social protection beneficiaries and orphans on the occasion of the 14th National Party Congress (scheduled for mid-January 2026) and the upcoming Lunar New Year.

The decision was announced by the government in the Resolution No. 418/NQ-CP dated December 28 to eligible recipients, including people with meritorious service as defined under the Ordinance on Preferential Treatment of People with Meritorious Service, social protection beneficiaries and social pension recipients, including orphans without caregivers or those living in orphanages.

People with meritorious service will continue to receive Lunar New Year gifts for 2026 in line with existing regulations.

The government has instructed local authorities to complete the disbursement of the cash gifts by December 31, 2025.

Funding for the gifts on the occasion of the 14th National Party Congress and the Lunar New Year will come from the central budget allocated to provinces and cities.

The ministries of Public Security, Home Affairs, Health and Finance, together with local authorities, will deliver the payments through social security accounts on VNeID. Where necessary, provinces may transfer the funds to monthly allowance accounts or make direct cash payments.

The government has tasked the State Bank of Vietnam with ensuring sufficient payment systems and cash supply for the State Treasury to distribute the gifts on time.

Commercial banks, particularly those where the State Treasury holds accounts, are required to coordinate closely with local authorities and the State Treasury to ensure timely payments to beneficiaries.

Based on local conditions and budget capacity, provinces and cities may also provide gifts to other vulnerable groups.

On the same day, the Prime Minister approved an additional VND2.5 trillion (US$100.5 million) from the central budget for localities to fund gifts for people with meritorious service, social pension recipients and orphans on the occasion of the 14th National Party Congress and the Lunar New Year.

Earlier during the National Day holiday, the State for the first time provided a nationwide cash gift of VND100,000 (US$4) per person on September 2.

Under Government regulations in place since 2021, social protection beneficiaries include children without caregivers; children aged 16 and above without caregivers who are enrolled in general education, vocational training, secondary professional education, colleges or first degree university programs; children living with HIV/AIDS from poor households; poor single parents raising children; poor elderly people or those aged 75 to 80; people with severe or particularly severe disabilities; children under three years old from poor or near poor households; and people living with HIV/AIDS from poor households who lack a stable monthly income.

Social pension beneficiaries include people aged 75 and above who do not receive a pension or a monthly social insurance allowance or whose benefits are lower than the prescribed social pension level. The group also includes people aged 70 to under 75 from poor or near-poor households.
