Hanoi approves new social housing project in suburban Hoai Duc Commune

Hanoi has greenlit a new social housing project in Hoai Duc Commune, set to provide homes for more than 2,000 residents as part of the city’s wider development plan.

THE HANOI TIMES The Hanoi People’s Committee has approved the detailed 1/500 plan for the 2.7-hectare Duc Thuong Social Housing Complex in the suburban commune of Hoai Duc.

The complex will include high-rise apartment blocks for social housing, commercial and service uses. Each building has the height of maximum 20 storeys.

It also features supporting infrastructure such as access roads, parking areas and power and lighting systems.

The complex will serve a population of 2,058 people.

The government of Hanoi tasks its departments of Finance and Agriculture and Environment to guide the developer in fulfilling legal obligations related to investment certification, land use and finance.

This social housing project follows another launched in June 2025 in Son Dong Commune (formerly Van Canh Commune of, Hoai Duc District), developed by the Housing and Urban Development Corporation (HUD).

Built on a 3,306-square-meter site, the project will serve around 1,600 residents.

The Son Dong project consists of a 25-storey tower with two basements and 463 apartments, including 352 units for sale and 111 for rent, with sizes ranging from 36.6 to 70 square meters.

It has a total investment of VND649 billion (US$24.6 million) and is expected to be handed over in Q4/2027.

Under Decision No. 444/QD-TTg, Hanoi must complete 44,866 social housing units between 2025 and 2030. In 2025, Hanoi must complete 4,670 social housing units.

As part of the national plan to build at least one million social housing units, Hanoi has been tasked with delivering 56,200 units by 2030 - among the highest quotas nationwide.

This year alone, the city expects to complete six projects with more than 4,700 units, surpassing its annual target.
